Immigration Arrangements for Non-local Graduates (IANG)

Under the IANG, non-local fresh graduates may apply to stay in Hong Kong for one year to look for a job.

IANG applicants# must, among others, meet these key requirements:

  • Have obtained an undergraduate or higher qualification in a full-time locally-accredited programme in Hong Kong
  • If applying six month or later after receiving their degree, the applicants are required to secure an offer of employment at a level commonly taken up by degree holders and the remuneration package is at market level

The IANG offers several enhancement measures:

  • Expanding the coverage of IANG to include graduates from the GBA campuses of Hong Kong universities
  • Relaxing the pattern of limit of stay from “1+2+2+3” years to “2+3+3” years
  • Extending the top-tier employment stream to persons who have been permitted to remain in Hong Kong under the scheme for not less than two years and have an assessable income for salaries tax of not less than HK$2 million in the previous year of tax assessment, such that an extension of stay on time limitation only without other conditions of stay for a period of six years may normally be granted upon approval.

# The IANG does not apply to nationals of Afghanistan, Cuba, Laos, Korea (Democratic People’s Republic of) and Nepal. For nationals of Vietnam, the Scheme only applies to those who have obtained an undergraduate or higher qualification in a full-time locally-accredited local programme in Hong Kong offered by the University Grants Committee (UGC)-funded institutions, but excluding: (i) self-financing programmes offered by the relevant institutions; and (ii) programmes offered by the continuing and professional education arms of the relevant institutions.
